Mr. Herz was previously Senior Vice-President of Sithe Energies, /inc. with responsibility for for the development, financing and acquisition of major gas and solid fuel electric generating facilities in Latin America. The transactions /included the development, financing and later divestiture of $780 million generating assets in Mexico. Prior to that, he held several public and private sector roles in Colombia, /including the position as Country Manager for TransCanada International. He also worked for several years at the World Bank.

He received his graduate and post-graduate degrees in economics from the Free University in Berlin and the German Development Institute.
