Mr. Herz was previously Senior Vice-President of Sithe Energies, inc. with responsibility for for the development, financing and acquisition of major gas and solid fuel electric generating facilities in Latin America. The transactions included the development, financing and later divestiture of $780 million generating assets in Mexico. Prior to that, he held several public and private sector roles in Colombia, including the position as Country Manager for TransCanada International. He also worked for several years at the World Bank.

He received his graduate and post-graduate degrees in economics from the Free University in Berlin and the German Development Institute.
