Flat Top Mesa Project

The Flat Top Mesa Project is a 50 MW solar photovoltaic ("PV") power plant proposed in southwest Nevada in Lincoln County. The plant would be one of the largest PV plants in the world. The project would be built on approximately 450 acres of private property located 5 miles west of the city of Mesquite. The project also has the potential for future expansion and additional private property has been secured. PV technology uses panels consisting of rows of solar cells which convert the sunlight striking the cells into low voltage direct current ("DC") electricity. Solar cells are mounted in rows onto panels, and covered with a protective coating that protects the cells from the elements, but allows sunlight to pass through. The panels are mounted in arrays that are connected to a voltage inverter that converts the DC current into alternating current ("AC") electricity. The AC current output from a number of inverters is then passed through a transformer which increases the AC voltage for connection to the transmission system.

The PV project uses no water in the production of electricity, and uses only a small amount of water for seasonal washing of the panels, which makes it an ideal technology for a dry desert environment.

The proposed project would provide for new employment opportunities and an expanded tax base in Lincoln County, the City of Mesquite, and the surrounding areas. About 98 percent of the land in Lincoln County is public land, which limits opportunities for industrial and commercial development. The proposed project would generate approximately 200 jobs during a 15 month construction period.

The State of Nevada has implemented a stringent renewable portfolio standard that requires the construction of new renewable power projects. NV Energy has consequently implemented a competitive renewable power procurement program that has successfully procured power from new renewable projects including wind, geothermal and solar. The Flat Top Mesa Project is in an ideal location to satisfy NV Energy's renewable energy needs. The plant could also sell its renewable power to offtakers in California due to its multiple options for transmission interconnection.

Sithe Global is pursuing long-term power sales opportunities for the output of the project and is working to complete permitting. Permitting is expected to be completed in early 2011.
